Sir,
I am directed by the Local Government Board to acknowledge the receipt of Mr Lucas's letter of the 6th instant, requesting their observations with regard to the cancellation by Mr Secretary Chamberlain's desire, of a regulation formerly in force in the Colony of Hong Kong, which permitted under certain circumstances persons suffering from bubonic plague to leave the Colony.
In reply, I am to state that the correspondence submitted in this case has been most carefully considered by the Board's medical advisers, who entirely concur in the view taken by Mr Chamberlain; and I am to forward for Mr Chamberlain's information the enclosed copy of a minute on the subject by Mr Power, the Board's Medical Officer, with which the President entirely agrees.
